THIS ISSUE: 

This issue is about education. Education has always been so important that no society permits it to go unregulated. In Baltimore, a large group of high school students, in what has been called the “Algebra Project” has challenged the control of the Board of Education through strikes, rallies, and a citizen ’s arrest of the state superintendent. Most recently Project participants have organized a shadow Board of Education. At stake are millions of dollars in school funding. We tell the story in
Three articles.

The Algebra Project is among the latest episodes in the history of struggles to determine the meaning of “equal protection of the law.” We briefly review the legal history of the steps towards equal educational opportunity.

Toward the end of this issue the editors present capsule descriptions of other educational experiments. While they are a long way from the Independence School in the Hampden neighborhood of Baltimore, they share a common struggle against the commodification of education and for self-directed education. Although they vary philosophically they share a common approach to students: Summerhill, a middle class school with a radical focus on student self-direction and participatory democracy, the anarchist academy of Francisco Ferrer, and the focus on political oppression of Paolo Freire –all combined self-education and political independence. The Highlander School, like the others, saw education as a tool for social change and directed its resources to teaching community activists and union members.

We look at the overt militarism of some of our local schools from the weapons designers at Johns Hopkins to the military training of teenagers in Junior ROTC. Finally, we review the covert tracking of working class students in the high schools and community colleges.

On Tuesday, March 3rd, over 250 parents, teachers, students, education advocates, and elected officials gathered inside the Fort Worthington Elementary School auditorium for a victory celebration.

“We are here to announce we won,” said Pete Kannem, Executive Director for New Leaders for New Schools, part of the Baltimore Education Coalition (BEC).

“Youth Engagement” was the theme for the bimonthly Mayor’s Night-In, which took place on Monday, June 2nd inside the War Memorial Museum.

“This is a great gathering of young people helping to decide their own futures,” said 14th District Councilwoman Mary Pat Clarke.

Dozens of community adults and youth occupied tables inside the museum for a two hour session facilitated by the Mayor’s Office.

The goal was to articulate community concerns and needs between youth and adults, and how within a community structure, gaps could be bridged between both parties.

All eyes are on Mayor Sheila Dixon and the group of young people known as Peer-to-Peer Enterprises following the suspension of the student hunger strike. The strike went on for 5 days before the mayor agreed to sit down and discuss the students’ $3 million demand. In a bold move, the city council then called off the budget vote Wednesday night—buying some time and possibly signifying that the mayor and the council may now understand the importance of what could be the most revolutionary development in youth employment programs to date.

After months of pleading with Mayor Sheila Dixon to fund A youth employment program, Baltimore City School Students have announced that they will hold a hunger strike until the $3 million dollars they need is awarded.

School violence has once again raised its ugly head in the Baltimore City Public School System (BCPSS). On April 4th, Reginald F. Lewis High School teacher Jolita Berry was brutally assaulted by one of her students in front of her entire class. The incident made national news, and the story was even profiled on the “The Today Show,” during which anchor Matt Lauer interviewed Berry.
